Slaughter House: Prevention of Cruelty to Animals Rules.

 

A slaughterhouse, also referred to as shambles, maybe a place where animals are stunned, most frequently to supply food for peoples. Slaughterhouses supply meat, which then develops the requirement of a packing facility.

Prevention of cruelty to animals (slaughter house) guidelines

In the application of the authorities discussed by the PCA Act, 1960, the Central Government advised the Prevention of Cruelty to Animals (Slaughter House) Rules, 2001. These rules first came into power in 2001 and were revised in 2010.

1.      Definitions

·         Act: Prevention of Cruelty to Animals Act, 1960.

·    Slaughter: Killing or demolition of any animal for the resolution of food and comprises all the procedures and operations achieved on all such animals to arrange it for being slaughtered.

·    Slaughterhouse: A facility where ≥10 animals are slaughtered per day and are duly licensed or recognized under a Central, State or Provincial Act or any rules or regulations made thereunder.

·     Veterinary Doctor: A individual registered with the Veterinary Council of India established under the Indian Veterinary Council Act,1984.

2.      Animals not to be Slaughtered Except in Recognised or Licensed Houses

a.      No one shall slaughter any animal within a municipal area except in a slaughterhouse recognised or licensed by the concerned authority empowered under the law for the nowadays effective to do so.

b.    No animal which is pregnant, or has an offspring less than three months old, or is under the age of three months or has not been qualified by a veterinary doctor that it is in an appropriate situation to be slaughtered shall be slaughtered.

c.     The civic or other local specialists specified by the Central Government for this determination shall, having relevancy the power of the slaughterhouse and also the necessity of the residents of the area within which a slaughterhouse is situated, determine the most number of animals which will be slaughtered during a day.

3.      Reception Area or Resting Grounds

a.    The slaughterhouse shall have a reception area of an adequate size sufficient for livestock subject to veterinary inspection.

b.   The veterinary doctor shall examine thoroughly less than 12 animals during an hour and not more than 96 animals in a day.

c.   The reception area of the slaughterhouse shall have proper ramps for direct unloading of animals from vehicles or railway wagons and also reception area shall have adequate facility sufficient for feeding and watering of animals.

d.  Separate isolation pens shall be provided within the slaughterhouse with watering and feeding arrangements for animals suspected to be affected by contagious and infectious diseases, and fractious animals, to segregate them from the remaining animals.

4.      Lairages

a.      Every animal after it has been subjected to veterinary inspection shall be passed on to a lairage for resting for twenty-four hours before slaughter.

b.      The lairage of the slaughterhouse shall be adequate in size sufficient for the number of animals to be laired.

c.       The space provided in the pens of such lairage shall be not less than 2.8 m2 per large animal and 1.6 m2 per small animal.

5.      Slaughter

a.      No animal shall be slaughtered in the slaughterhouse in visible of other animals.

b.     No animal shall be administered any chemical, drug or hormone before slaughter except drug for its treatment for any specific disease or ailment.

c.  The slaughter halls in a slaughterhouse shall provide separate sections of adequate dimensions sufficient for the slaughter of individual animals to confirm that the animal to be slaughtered isn’t within the sight of other animals.

6.      Slaughterhouse Building

The slaughterhouse shall be constructed and sustained by its proprietor in the way as specified below, i.e.:

Plant building, Floors, Coves, Interior Walls, Ceilings, Window ledges, Doorways and Doors, Screens and insect control, Rodent-proofing, Vehicular Areas for Trucks, Drainage, Traps and Vents on Drainage Lines, Sanitary Drainage Lines, Lighting and Ventilation,

7.      Engagement in Slaughterhouse

No proprietor or lodger of a slaughterhouse shall involve an individual for slaughtering the animals unless he owns a legal certificate or authorization allotted by the municipal or other local authority.

8.      Inspection of Slaughterhouse

a.      As per the PCA (slaughterhouse) rules, State Animal Welfare Board or any qualified veterinarian or Animal Welfare Organisation authorized by AWBI may inspect any slaughterhouse all of sudden to its proprietor or the person responsible for it at any time during the functioning hours.

b.    The veterinarian or the Animal Welfare organisation authorized shall after inspection send its report back to AWBI additionally on the municipal or authority for appropriate action including the start of legal records if any, within the event of defilement of any necessities of those rules.
